A clear line first: the guest investor permit is residence, not citizenship. It can be the start of a longer road, but only if you actually move. Checked on 26 October 2026 against BRIDGES and the Hungarian Government.

Three levels of status

StatusWhen, according to BRIDGESCondition
Guest investor permitfrom the startinvestment, no minimum stay
National permanent residenceafter 3 yearsactual residence; absences no longer than 4 consecutive months and 270 days in total
EU long-term residenceafter 5 yearsactual residence
Citizenship by naturalisationafter 8 yearsactual residence, exam in Hungarian, oath

The OIF FAQ confirms that the guest investor permit has no minimum stay. The flip side, per BRIDGES, is that years spent abroad on this permit do not count toward permanent residence or citizenship.

Naturalisation

BRIDGES describes the general route: 8 years of residence, a constitutional exam in Hungarian (40 questions, 28 correct answers needed), review of 5 to 9 months and about 2 months for the presidential decree, then the oath. Shorter periods exist, for example 3 years when married to a Hungarian citizen for 3 years or with a common child. There is also simplified naturalisation for people with Hungarian ancestry, with spoken Hungarian and no residence requirement. Hungary allows dual citizenship, according to BRIDGES. These are BRIDGES descriptions, I did not check them against the law itself.

The BRIDGES passport index gives the Hungarian passport access to 188 destinations without a prior visa.

Taxes with the permit

Holding the permit does not by itself make you a tax resident. BRIDGES lists the usual tests: more than 183 days in Hungary in a year, a permanent home there, or the centre of vital interests. If you become resident, BRIDGES gives these main rates for 2026:

  • personal income tax: flat 15%;
  • corporate tax: 9%;
  • VAT: 27% standard, 18% and 5% reduced;
  • social contributions: about 18.5% for the employee and 13% for the employer.

The draft wealth tax of October 2026

On 10 October 2026 the government announced a wealth tax for billionaires, and on 20 October it reported on the public consultation, which ran until 14 October. The draft:

  • 1% a year on net wealth above HUF 1 billion, and 1.5% on the part above HUF 100 billion;
  • residents pay on Hungarian and foreign assets, non-residents on Hungarian assets;
  • foundations and asset management structures are included;
  • spouses have separate thresholds;
  • wealth is valued on 31 December and the tax is due by 31 August, the first time on 31 August 2027 for wealth at the end of 2026;
  • the government expects about 15,000 payers.

Two things are unclear to me. First, whether and when it will be adopted: when I checked it was a draft. Second, how fund units held by a non-resident guest investor would be treated. Note that the BRIDGES tax article from June 2026 still says Hungary has no wealth tax, which was true then. For EUR 250,000 the threshold is far away, but for larger families with assets in Hungary it is worth watching.

What this means in practice

If your goal is a passport, Hungary means moving there and learning the language. If your goal is a long European residence without moving, the guest investor permit does exactly that, and that is how I present it to clients.

Questions and answers

Does the guest investor permit lead to citizenship?

Not by itself. BRIDGES writes that naturalisation needs 8 years of actual residence and an exam in Hungarian, and years on the permit without living in Hungary do not count.

When can I get permanent residence?

BRIDGES says national permanent residence is possible after 3 years of actual residence, and EU long-term residence after 5.

Do I become a Hungarian tax resident?

Not just by holding the permit. BRIDGES describes the usual tests: more than 183 days a year, a permanent home or the centre of vital interests.

Is there a wealth tax in Hungary?

As of 26 October 2026 there is a government draft: 1% on net wealth above HUF 1 billion, 1.5% above HUF 100 billion. It was not yet law when I checked.
